Dr Kevin Kester co-published an article in September 2017 in the Cambridge Open-Review Educational Research e-Journal, titled: Competing Paradigms for Basic Education: Human Capital and Human Capabilities and What They Mean for the World Bank and UNESCO. The paper explores the history and philosophical ideas that have driven international efforts to achieve universal primary and basic education since 1990. The paper focuses primarily on the role of UNESCO and the World Bank as key multilateral agencies setting the agenda for international educational development.
